Rationale :
Fishery is one of the reliable sector in Seram IEDZ area particularly in fish catching effort. There are large number of fisherman that work in this field, especially small pelagis catching, they spread along the coastal area of Seram IEDZ.
The catch effort of small pelagis fish still using simply and traditional equipment like boat-operated lifted net that using light as methode to catching fish (light fishing). In the developed countries, the light fishing methode have already been done by using advanced technic such as electric lights & underwater lamp system as an effective light source.
The fish catching using boat-operated lifted net in Seram IEDZ region still using traditional methode and operated in small scale bussines Whereas the role & contribution of fish catching sectors have contribute to fishery supplying is large enough.

- To use the fishery potency particularly for small and medium pelagis cathing
- Encourage the investment in marine and fishery sector particularly in fish catching
- To improve the fish catching methode using boat-operated lift net with more advanced & modern way
